Puerto Rico Energy Bureau demands explanation for proposed rate hike

The Puerto Rico Energy Bureau (NEPR) has ordered LUMA Energy and Genera PR to attend a virtual technical conference on September 28, 2026. The hearing is intended to address a proposed six-cent increase in electricity rates and to explain the quarterly factors driving these costs.

In addition to the hearing, the NEPR has issued a formal request for information due by September 22, 2026. The companies must provide detailed data regarding fuel costs, energy purchases, and system operations for the October to December 2026 period. Specifically, the bureau is investigating fuel adjustment clauses, transmission system interruptions, and unplanned generator outages.

The inquiry also demands transparency regarding natural gas supply requests made by Genera to Naturgy and New Fortress Energy. This includes documentation on requested versus delivered volumes, contract copies, and the economic impact of any supply reductions or rejections. Genera must also report instances between June and August 2026 where gas-capable units were forced to operate on alternative fuels.
