Overview

The Puerto Rico power grid continues to face operational instability and legislative pressure. Following a series of generation failures at the Costa Sur plant and a substation fire in September 2026, the Puerto Rico Energy Bureau (NEPR) approved a fuel purchase cost adjustment for the October to December quarter at 17.3576 cents per kWh, rejecting several costs requested by LUMA Energy.

On October 23, 2026, hundreds of people marched in San Juan to protest frequent outages and record-high electricity rates, which recently rose 18.5% to 33.85 cents per kilowatt-hour. Protesters targeted LUMA Energy and government policies, citing unsustainable costs for local businesses. LUMA Energy responded by stating it is not responsible for rate hikes, attributing them to fuel costs and electricity generation.

As of late October, infrastructure challenges persist. Scheduled maintenance and upgrades are expected to cause outages across approximately 40 municipalities through October 31, 2026. On October 29, planned works including substation modernization and vegetation removal are expected to cause outages lasting up to 13 hours in areas such as Caguas and Aibonito.

Concurrently, the Puerto Rico Mayors Association and LUMA Energy are negotiating a proposal regarding a public lighting crisis. The proposal would allow municipalities to assist in replacing and maintaining thousands of damaged streetlights, many of which were impacted by Hurricane Maria. However, local leaders, including Mayors Association President Jorge González Otero, have raised concerns regarding financial feasibility, staffing limitations, and the complexities of securing federal reimbursement through COR3 and FEMA. Ponce Mayor Marlese Sifre Rodríguez noted that current terms may not be cost-effective for local governments, particularly for infrastructure not covered by federal funding.
