Puerto Rico officials seek energy contract transparency and market competition
Puerto Rican officials are raising concerns regarding energy procurement and market competition. Resident Commissioner Pablo José Hernández Rivera has requested additional data concerning a temporary power generation contract awarded to a consortium led by Power Expectations, LLC. The request follows discrepancies found in documents regarding an allegedly unauthorized signature from Enchanted Rock. Hernández Rivera is seeking clarification on the scope and authority of the review conducted by the Third Party Procurement Office (3PPO) to understand how decisions were made.
Separately, Senate Vice President Carmelo Ríos is calling for the introduction of competition in the natural gas supply market. Ríos argued that the government should seek alternative suppliers to challenge the position of New Fortress Energy (NFE), which currently serves as the primary provider for Genera PR. He expressed concerns that the current arrangement lacks competition and suggested that engaging other companies capable of providing service would prevent a perceived monopoly in the region.
