Quad foreign ministers' Delhi summit launches maritime monitoring, minerals pact

On 26 May 2026, foreign ministers from the United States, India, Japan and Australia met in New Delhi for a Quad summit. U.S. Secretary of State Marco Rubio described the meeting as “successful and useful,” noting broad discussions on peace, stability and prosperity in the Indo‑Pacific.

The ministers agreed on three major initiatives: (1) enhanced maritime monitoring and shared information on sea‑based activities, with plans for a port‑infrastructure panel and a pilot project in Fiji; (2) finalisation of a Quad Critical Minerals Framework and a bilateral India‑U.S. minerals agreement; (3) launch of a new Quad initiative on Indo‑Pacific energy security, covering technology, policy and emergency‑response cooperation.
