France intensifies water-use restrictions amid severe drought

Across France, a prolonged heat wave and a marked lack of rainfall have driven an unprecedented decline in surface‑soil moisture and groundwater levels. Prefectural orders now place virtually every department under at least a vigilance level, with many regions – including the Haute‑Garonne, Haute‑Marne, Aude, Loire‑Atlantique, Calvados, Morbihan and several others – moved to alert, reinforced alert or crisis. The measures forbid non‑essential uses of drinking‑water such as lawn and garden irrigation, filling or draining private pools, washing cars at home, cleaning façades, and, in many cases, irrigation of agricultural land. Violations can attract fines of €1,500 to €3,000.

The restrictions are coordinated through the national VigiEau platform, which allows residents to check the specific rules for their commune. In addition to water‑use limits, the Haute‑Vienne prefecture has extended fire‑prevention bans on barbecues, fireworks and any activity that could spark vegetation fires.

Beyond France, the French‑speaking BRGM reported that 94 % of French groundwater monitoring points show declining levels, mirroring a similar drop reported in Spain where 60 % of observation points are below normal. The combined hydrological stress underscores the breadth of the drought emergency affecting both surface and subsurface water resources in Western Europe.
