Plan Tulum Renace aims to revive Quintana Roo tourism with free park access

President Claudia Sheinbaum and Quintana Roo Governor Mara Lezama announced the federal "Plan Tulum Renace" package to halt the steep drop in visitors to Tulum’s archaeological zone. The plan offers free admission to the Parque del Jaguar, reduced entry fees for the Tulum ruins (265 MXN for foreign tourists and 80 MXN for nationals, with Sundays free for Mexicans), a more affordable transport system, infrastructure upgrades and a broader promotion strategy targeting domestic and international markets.

The Riviera Maya Hotel Association (AHRM) welcomed the measures, saying they address long‑standing concerns about access and competitiveness. Visitor statistics show a decline from a peak of about 2.1 million in 2018 to roughly 1.03 million in 2025, with the first half of 2026 recording only 444,035 visitors, down nearly 29 % year‑on‑year. The governor also highlighted related advancements in security, health services and local infrastructure during a public session in Tulum.

The tourism sector hopes the combined actions will restore visitor numbers, protect jobs, and boost the regional economy.
