Ragusa historical center faces urban decay and planning disputes

The historical center of Ragusa is facing significant challenges regarding urban decay and planning. City Councilor Rossana Caruso has filed a collective complaint on behalf of over 40 residents and business owners. The document, supported by photographic evidence, details issues such as illegal waste dumping, hygiene concerns, rat infestations, poor public lighting, and noise disturbances from late-night activities.

In response to the city's needs, the Municipality of Ragusa has launched a 900,000 euro initiative to support residential housing. The program offers non-repayable grants of up to 60,000 euros per property to encourage residents to renovate and inhabit unused or degraded buildings within the historical center. To qualify, beneficiaries must establish residency for at least five years.

Simultaneously, political tension has risen regarding urban governance. Members of the Democratic Party (PD) have criticized the current administration for delays in finalizing the General Regulatory Plan (PRG) and the specific plan for the historical center, arguing that the city lacks the necessary tools for organized development.
