Urban decay and hygiene complaints in Italy

Residents in various Italian localities continue to raise concerns regarding urban decay, hygiene, and public order. In Vailate and Spoltore, citizens have reported issues such as accumulated waste from nightlife, broken glass, and pet excrement on sidewalks, with some describing the situation as ‘literally out of control.’ Residents in these areas have called for increased patrols and new ordinances to manage waste and unauthorized vehicle activity.

In Ragusa, the situation has escalated to a formal collective complaint filed by City Councilor Rossana Caruso on behalf of over 40 residents and business owners. Supported by photographic evidence, the complaint highlights deteriorating conditions in the historic center, including illegal waste dumping, leaking trash bags, and fears of insect and rat infestations. Additional grievances include noise disturbances lasting until 2:00 AM, inadequate lighting, and dilapidated infrastructure, which locals have described as ‘unsustainable.’

In response to these challenges, the Municipality of Ragusa has launched a 900,000 euro initiative to support residential housing. The program provides non-repayable grants of up to 60,000 euros per property to encourage the renovation and inhabitation of unused or degraded buildings, provided beneficiaries establish residency for at least five years. However, political tensions have emerged as members of the Democratic Party (PD) criticize the administration for delays in finalizing the General Regulatory Plan (PRG) and the specific plan for the historical center, arguing that the city lacks the necessary tools for organized development.
