Rajya Sabha Deputy Chairman Harivansh briefs new MPs at 'Prarambh' workshop

Deputy Chairman Harivansh delivered the valedictory address at the two‑day orientation programme "Prarambh" for newly elected and nominated members of the Rajya Sabha. He highlighted the House’s increasing digitisation, noting that the body is now largely paperless and more efficient, and urged members to become familiar with parliamentary rules, procedures, conventions and the budget‑scrutiny role of the chamber.

Harivansh also stressed the importance of cybersecurity, reminding legislators to safeguard the official digital devices issued to them against unauthorised access. He described the Parliament’s security department as balancing protection with members’ needs and called for cooperation in maintaining a secure environment. Presentations by senior parliamentarians and secretariat officials were used to illustrate parliamentary practices and the functioning of the Rajya Sabha Secretariat.

The workshop was intended as the start of an ongoing process of parliamentary development, encouraging members to study past debates and observe practices in other democracies.
