Brazil Tax Reform: 86% of Invoices Now Include CBS Details

Brazil's transition to a new consumption tax model is showing significant progress. According to recent data from the Receita Federal, approximately 86% of invoices issued by companies required to detail the Contribuição sobre Bens e Serviços (CBS) have complied with the new rules over the last 30 days. This includes 3.7 billion invoices with the tax information and 600 million without. About 67% of obligated establishments have already integrated the CBS into all or part of their documentation.

As the reform progresses, the implementation of the 'split payment' mechanism is expected to begin gradually in 2027, with mandatory B2B operations slated for 2028. This system will automate tax collection at the moment of transaction. However, political debates continue, with candidates like Flávio Bolsonaro proposing to eliminate the mechanism to preserve company working capital.

Challenges remain regarding the technical transition. Experts warn that the Federal Revenue may begin refusing invoices with incorrect IBS and CBS rates in January 2027, which could halt business operations for non-compliant companies. Additionally, Finance Minister Dario Durigan announced that the provisional measure for the Selective Tax will be sent to Congress following the second round of elections.
