Regional authorities and legislative bodies propose new environmental management frameworks
In Peru, officials in the Huánuco region are advocating for the transfer of Amazonian forest management from the Ministry of Agrarian Development and Irrigation (Midagri) to regional governments. Arthur Javier Antonio Arce Saavedra, the regional Economic Development manager, argued that the current overlap of functions between national and regional authorities has led to uncontrollable deforestation and illegal logging. He suggested that centralizing management under regional governments would allow for more effective control through existing territorial planning.
Meanwhile, in Bolivia, the Chamber of Deputies' Commission on the Amazonian Region, Land, Territory, Water, Natural Resources, and Environment has approved two legislative projects. The first aims to regulate the carbon credit market, establishing rules for the generation, certification, and transfer of greenhouse gas emission quotas to ensure environmental integrity and legal security. The second project seeks to create a regulatory framework for climate and biodiversity financing, facilitating access to national and international investments for climate action and conservation. These proposals were socialized with indigenous groups, peasant sectors, and various levels of government.
