Regional Chamber of Accounts reports financial strain in French territories
The Regional Chamber of Accounts (CRC) has released critical reports regarding the financial health and management of several French administrative entities.
In the Grand Est region, a report covering nine departments highlights a significant decline in financial savings. Between 2020 and 2024, total gross savings for these departments fell by 21%, reaching 467 million euros in 2024. Net savings also saw a 25% decrease over the same period. While investment spending increased by more than 10%, many departments, including Marne and Aube, experienced sharp declines in gross savings.
Separately, the CRC of Provence-Alpes-Côte d’Azur issued a critical assessment of Marseille’s management. Although the city's revenues increased by over 286 million euros since 2018 due to higher local taxes, these gains were largely offset by rising management costs. The report identifies a massive increase in municipal staff since 2020 as a primary driver of this pressure, which has weakened the city's self-financing capacity and forced a reliance on borrowing for equipment and school renovations. Additionally, the report cites issues with human resources, including high absenteeism and complex regulatory compliance.
