French local government financial management audits

French regional audit chambers have issued reports detailing increasing financial and management challenges across various local government entities and territories.

Initial findings in the Pays de la Loire and Occitanie regions highlighted strained finances and rising payroll costs. In La Boissière-du-Doré, management costs outpaced revenue growth, leading to a negative net self-financing capacity. In the Haute Bigorre community of communes, officials defended rising personnel expenses as necessary for maintaining public services despite audit concerns regarding staff costs.

Subsequent reports from the Grand Est and Provence-Alpes-Côte d’Azur regions expanded on these fiscal pressures. In Grand Est, nine departments saw a significant decline in gross savings, which fell by 21% between 2020 and 2024. In Marseille, despite a substantial increase in revenue from local taxes, rising management costs and a massive increase in municipal staff since 2020 have weakened the city’s self-financing capacity, necessitating increased borrowing for infrastructure and school renovations.
