Regional governments launch economic and innovation incentives

Various regional governments and agencies are launching initiatives to stimulate economic growth, innovation, and employment.

In Argentina, the Río Negro province has introduced the ‘Empleo Joven’ program, offering tax credits to companies that hire local youth for the first time. The incentive provides a tax credit equivalent to 50% of employer contributions, which can be used to pay provincial taxes like gross income or property taxes. In some cases, the benefit may reach 75% for up to 24 months.

In Spain, several regional programs are underway. Andalusia has allocated 91,000 euros to support youth-led projects focused on entrepreneurship and social inclusion. In Castilla-La Mancha, the ESA BIC program offers up to 60,000 euros per project for space-related startups, while the region has also announced research and innovation awards for 2026. In Castilla y León, 415,422 euros have been granted to nine innovation clusters to strengthen the regional R&D ecosystem, and 350,000 euros were authorized for the Fundación Secretariado Gitano to improve socio-labor inclusion for the Roma community. Additionally, the Diputación de Cáceres is resuming its ‘En mi pueblo emprendí’ program to support rural entrepreneurship.

In Valencia, Sagunt received 134,200 euros to promote innovative public procurement. Meanwhile, Spain’s Ministry for the Ecological Transition is relaunching the urgent allocation of 937 MW of renewable energy and storage capacity in the Mudéjar node in Teruel to replace capacity vacated by Enel Green Power.
