Renters' Rights Act: Landlord sentiment shifts four months post-implementation

Four months after the implementation of the Renters’ Rights Act in May 2026, landlord sentiment regarding the legislation's impact on business operations has shown a modest shift. Research from Paragon Bank indicates that the percentage of landlords expecting negative impacts on lettings activity has decreased from 76% to 69%.

Despite the regulatory changes, which include the abolition of no-fault evictions and the conversion of tenancies to rolling contracts, market activity remains steady. The Mortgage Advice Bureau reported writing over £1 billion in buy-to-let lending between May and August 2026. However, over 60% of landlords report practical difficulties, specifically citing increased administrative burdens and uncertainty regarding new notice procedures.

In response to the evolving regulatory landscape, Fleet Mortgages has launched new resources for advisers to help landlords navigate the Act. This follows government announcements regarding a phased regional rollout of a new rental property registration service. Starting in the West Midlands on 15 December 2026, the service will expand across England through August 2027, requiring landlords to pay an annual fee of £65 per property and provide detailed tenancy and safety information.
