Rimini debates new beach concession model and public access

The future of the coastline in Rimini is the subject of intense debate as the municipality prepares for new concession auctions in 2027. The local government is considering a model that encourages macro-aggregations, allowing beach establishments to merge into fronts exceeding 250 meters to increase investment capacity for services like pools and restaurants.

Industry groups such as Confartigianato Imprese Balneari and Legacoop Romagna support this aggregation, arguing it allows micro-enterprises to survive through innovation and shared services. Conversely, Federalberghi expresses concern that excessive concentration could reduce competition and erode the personalized service model that defines the region's tourism.

Critics, including Roberto Biagini of Mare Libero, have challenged the administration's claims regarding public access. Biagini disputes reports of a 37% increase in free beaches, clarifying that the figure represents an increase relative to the current 9% of free coastline, which would only bring the total to 12%. He argues the current debate prioritizes commercial profit over the collective right to access maritime state property, warning that large-scale private investments may lead to price increases that exclude lower-income citizens.
