The administration of Rimini has introduced a strategic plan to modernize its coastline through new maritime concession models, aiming to resolve long-standing regulatory uncertainty. Mayor Jamil Sadegholvaad stated the plan seeks to balance innovation—such as the introduction of pools and terraces—with the preservation of traditional ‘micro-aggregation’ beach clubs.

As the municipality prepares for concession auctions in 2027, the proposal to allow ‘macro-aggregations’ (beach fronts exceeding 250 meters) has sparked debate. Industry groups like Confartigianato Imprese Balneari and Legacoop Romagna support this shift to increase investment capacity, while Federalberghi warns that excessive concentration could reduce competition and harm personalized service.

Additionally, critics have challenged the administration regarding public access to the coast. Roberto Biagini of Mare Libero disputed claims of a significant increase in free beaches, arguing that the debate prioritizes commercial profit over the collective right to maritime state property and expressing concern that large-scale private investments could lead to price increases that exclude lower-income citizens.
