Rio Preto councilman proposes IPTU tax exemptions for businesses

In Rio Preto, Councilman Paulo Pauléra has introduced a Complementary Bill of Law to grant a 100% IPTU tax exemption for commercial properties directly impacted by municipal public works. To qualify, the construction projects must last longer than six months and cause significant disruption, such as restricted access for customers and suppliers, blocked vehicle or pedestrian circulation, or loss of parking spaces.

The proposed legislation specifies that the business must have been established prior to the start of the works to prevent exploitation of the benefit. The exemption is tied to the property rather than the owner, meaning it can apply to tenants. If approved, the full exemption would be granted in the fiscal year following the completion of the minimum six-month construction period.
