Romania's 2026 pension reforms set new disability, burial and minimum pension rules

In 2026 Romania's public pension system will operate under Law no. 360/2023, which replaced the previous 2010 legislation. The law defines eligibility for disability pension, requiring a medical assessment, a contribution record and a demonstrable reduction in work capacity. Beneficiaries in the highest disability grade also receive a separate companion allowance.

The legislation also establishes a statutory burial assistance. From 30 March 2026 a single claimant who covered funeral costs may receive 9,192 lei for the death of an insured person or pensioner, and 4,596 lei for a non‑insured family member. Payments are not automatic and must be supported by proof of expenses.

Retirement conditions are clarified: the standard pension age is 65 for both men and women, with a minimum contributory period of 15 years and a full pension requiring 35 years of contributions for men. The law also outlines criteria for receiving the minimum state pension and the obligations of pensioners residing abroad, warning that non‑compliance can lead to suspension of payments.
