Romania adopts SAFE law to unlock EU defence funding

President Nicușor Dan signed a decree on 12 June 2026 promulgating the law that implements the EU Action for the Security of Europe (SAFE) mechanism in Romania. The legislation approves Emergency Ordinance No. 21/2026, creates the institutional framework for managing SAFE funds and clarifies the budgeting of defence‑related acquisitions for the 2026 fiscal year. The decree follows a Constitutional Court ruling that dismissed a challenge by 53 deputies, confirming the constitutionality of the law. With the law in force, Romania can now access European Union financing to support projects that modernise its defence industry and strengthen national security.

The measure is part of Romania’s effort to integrate European defence investment programmes and to meet the EU’s 2026 defence investment plan.
