Romania SAFE funding, contracts, deadlock – €1bn H225M deal
Entities: France · Romanian General Directorate for Armaments · Romania · Direction Générale de l’Armement · Thales
Overview
Romania’s €16.7 billion SAFE loan continues to drive a multi‑year modernisation programme. In late June 2026 the government placed two major short‑range air‑defence orders with Rheinmetall, and the Ministry of National Defence signed its first Rafael‑framework deal for Spyder SHORAD‑VSHORAD kits (≈ €2 billion). Cyber‑security firms remain active, with BlueSpace Technology winning NATO contracts worth €19 million and Bitdefender reporting record 2025 revenue. A concrete industrial‑cooperation plan for the previously announced purchase of 12 Airbus H225M helicopters and 12 Thales Ground Master 200 radars was sealed in July 2026. The contracts, jointly funded through SAFE and valued at just over €1 billion (€757 million for the helicopters, €247 million for the radars), include local production elements: Thales will expand to about 1,000 staff and manufacture radar antennas in Romania, while Airbus will set up a final‑assembly line at IAR Brașov and re‑tool the Ghimbav plant. Deliveries are scheduled to begin in 2027 for radars and in 2030 for the helicopters, with logistics and training bundled in the agreements. The deal is executed under a French joint‑purchase procedure using the FASt acquisition framework. The Ministry of Internal Affairs has earmarked €223 million from SAFE for 7,800 anti‑drone systems, but safety concerns resurfaced after a Geran‑2 drone exploded in Galaţi, prompting oversight questions. Political deadlock persists as rival prime‑ministerial proposals from PSD and a PNL‑USR‑UDMR coalition remain unresolved, and the Bucharest Court of Appeal has annulled a decree establishing a committee to revise justice legislation. The European Commission clarified that the 30 May 2026 deadline cited by Romanian authorities applies only to a narrow exemption for single‑state acquisitions; only about 9 % of SAFE contracts are joint purchases, so the deadline does not jeopardise overall funding.
