Romania approves heritage loan amendment, tax amicable rules and larger Rabla 2026 auto subsidy

The Romanian Government adopted a amendment to the framework loan agreement with the Council of Europe Development Bank, raising the total project cost for historic monument rehabilitation from about €114.9 million to €130.4 million and increasing the national contribution from roughly €36.7 million to €52.2 million. The loan amount remains €78.2 million, funding works at the George Enescu National Museum – Cantacuzino Palace and the Kalinderu Museum, while 14 heritage sites have already been restored under the programme.

A separate ordinance (nr. 660/2026) was issued to detail the procedural steps for amicable tax settlements under double‑taxation treaties. The measure operationalises EU conventions and recent national legislative changes, specifying application forms, timelines and communication methods for taxpayers and the National Agency for Fiscal Administration.

The Ministry of Environment released the draft Rabla 2026 guide, expanding the scheme’s budget to 300 million lei – an increase of 100 million lei – and introducing a geographic restriction that eligible vehicles must be manufactured in the EU, the United Kingdom, Turkey or Morocco. Eco‑ticket values remain unchanged, with a maximum purchase price of €70,000, and specific emission thresholds for plug‑in hybrids.
