Romania economic and digital infrastructure evolution

Overview

Romania continues its transition in transport and digital infrastructure. The Rabla Auto 2026 vehicle subsidy scheme has seen significant activity. Following the reopening of the program on August 25, 2026, using unconsumed funds, the Administration of the Environmental Fund (AFM) has begun processing new applications.

In early September 2026, the AFM approved 2,749 eco-vouchers for individuals, valued at over 33.78 million lei. This follows a mid-August approval of 3,661 eco-vouchers worth over 48 million lei. The total available funding for this session is 93.737 million lei, redistributed from previously reserved resources.

The budget allocation remains structured as follows: 70.312 million lei for hybrid and thermal-engine vehicles (including LPG/CNG), 20.45 million lei for plug-in hybrids, pure electric, or hydrogen fuel cell vehicles, and 2.975 million lei for motorcycles and electric motorcycles. Incentive values vary by vehicle type, with the highest being 18,500 lei for pure electric or hydrogen vehicles. The program remains open until December 31, 2026, or until funds are depleted.

Digital transformation is also advancing through new financial integrations. ENGIE Romania and ING Bank Romania have integrated the RoPay instant payment service into their digital platforms and physical service centers. This implementation utilizes the SoftPOS app, allowing customers to settle bills via QR codes scanned through mobile banking apps, reducing the need for traditional POS terminals and manual IBAN entry. This marks the first time RoPay has been implemented within a SoftPOS application.

These developments occur alongside ongoing efforts to manage the National Recovery and Resilience Plan (PNRR) and the planned introduction of the TollRo distance-based pricing system in late 2026.
