Romania approves offshore wind perimeters in the Black Sea

The Romanian government has approved a list of offshore wind energy perimeters for concession in the Romanian sector of the Black Sea. This decision enables the launch of competitive procedures to award concessions for the development of offshore wind power plants.

The approved perimeters represent an estimated installed capacity of approximately 3.1 GW. This figure aligns with Romania’s 2025–2035 Energy Strategy, which aims for roughly 3 GW of offshore wind capacity by 2035, and supports commitments made under the National Recovery and Resilience Plan (NRRP).

The list was established based on a study conducted with support from the European Bank for Reconstruction and Development (EBRD). A consortium of consultants analyzed technical, environmental, and social conditions, as well as coexistence with other maritime space uses.

Developing the offshore wind sector is expected to have a significant economic impact, with an estimated added value between 16 and 27 billion euros. This growth is expected to come through attracting major investments, developing supply chains, and creating new jobs, while contributing to national and European decarbonization goals.
