Romania boosts disability benefits while Moldova funds remote university study for disabled students

Romania increased social assistance for children with disabilities effective April 2026. The emergency ordinance 23/2026 raised the applicable percentages from 60 % to 83 % for severe handicap, from 35 % to 60 % for accentuated, and from 12 % to 30 % for medium, calculated on the ISR of 660 lei. Monthly payments rise to about 548 lei for severe, 396 lei for accentuated and 198 lei for medium cases.

Moldova approved a government decision that will let students with severe or accentuated disabilities enroll in distance‑learning higher‑education programmes funded entirely by the state budget starting the 2026‑2027 academic year. The measure aims to improve access to university education and ensure equal opportunities for disabled learners.
