Romania clarifies pension rules for lost work books, unemployment periods and retirement planning
The National House of Public Pensions (Casa Națională de Pensii Publice) explained that the traditional work book, used before 2010 to prove employment history, is no longer issued. Although the document has been replaced by digital records, individuals who have lost or never received a work book can still prove their contribution periods with other records, and the lack of the work book does not affect pension entitlement. Contribution data have been recorded in the pension database since 1 April 2001, based on employers' monthly social‑security declarations.
Financial adviser Adrian Asoltanie warned that many Romanians approaching mid‑career fail to prepare adequately for retirement, often relying solely on the state pension. He described two groups: those who distrust the pension system and postpone saving, and those who begin early savings through private pension pillars, mutual funds, ETFs or real estate. He emphasized the need to first build an emergency fund before investing.
Pension specialists also clarified that unemployment benefits received before April 2001 are treated as “staged asimilated” and are counted toward the pension for the retirement‑age limit, although they are subject to a different legal regime than contributory periods. Benefits received after that date follow current legislation and are not automatically valued for the pension limit.
