Romania delays TollRO road pricing rollout to October 2026
The Romanian Parliament approved a three‑month postponement of the TollRO road‑pricing system, moving its start date from 1 July to 1 October 2026. The amendment was adopted after the Chamber of Deputies voted to allow additional time for technical tests and integration.
Authorities said the delay is needed for extensive functional, performance and security testing by the National Company for Road Infrastructure Administration (CNAIR) and for service providers to develop and connect their applications. Funding constraints from the PNRR programme and the need to align the system with European interoperability standards also contributed to the decision. Existing vignette (rovinietă) stickers will cease to be valid on the new launch date, except for vehicles exempt from the new scheme. TollRO will replace classic vignettes for freight vehicles over 3.5 tonnes, charging based on kilometres travelled and covering infrastructure use and externalities such as pollution.
