Romania condemns Russian-linked cyber attacks targeting EU and NATO

Romania confirmed that state‑backed Russian cyber groups, particularly the FSB‑affiliated APT TURLA, have carried out hostile activities against EU member states, NATO allies and Romanian institutions. The Foreign Ministry denounced the operations as part of a broader hybrid campaign aimed at exfiltrating data, disrupting critical infrastructure and sowing division within the alliance, and called on Russia to cease the attacks and respect international cyber norms.

National authorities highlighted that Romanian organisations—both public and private—are increasingly vulnerable. The Directorate for National Cyber Security warned that, despite the country’s high‑speed internet, many users lack basic digital hygiene, making them easy targets for ransomware, phishing and deep‑fake scams. Experts urged continuous monitoring, multi‑factor authentication, regular backups and public education to mitigate the risk.

Romania reiterated its solidarity with EU partners, welcomed further EU and UK restrictive measures against actors facilitating the Russian cyber ecosystem, and pledged ongoing cooperation in collective defence and incident response.
