Romania energy market: Solar growth and subsidy shifts
Romania is undergoing a significant energy transition, marked by both infrastructure developments and shifts in government subsidy policies. The solar energy market is projected to see installed capacity exceed 5 GW by 2026, supported by national and European funding through the National Recovery and Resilience Plan (PNRR).
In a major policy shift, the Ministry of Environment announced that the Casa Verde program will no longer provide subsidies for photovoltaic panels starting in 2026. Instead, funds will be directed exclusively toward energy storage systems and batteries to improve grid stability and energy efficiency. This change has sparked debate regarding the financial burden on individual consumers.
On the investment front, Turkish companies are increasing their presence in the Romanian renewable sector. Estimates suggest Turkish investors could eventually account for 40% of Romania's solar capacity, representing approximately 2,500 MW. Additionally, Transelectrica has inaugurated new STATCOM installations in Sibiu Sud and Bradu to enhance national grid security, and Apa Brașov is moving forward with a 0.4 MW solar project for its wastewater treatment facility.
