Romania announces road tax reforms and bridge fee removals

Romania is implementing significant changes to its road taxation and infrastructure fees. Starting October 1, 2026, the TollRo platform is scheduled to become operational. However, the National Union of Road Transport Operators (UNTRR) is advocating for a delay in the application of TollRo until 2027. They have cited technical issues, including unstable applications, difficulties with simultaneous use of TollRo and RO e-Transport, and the need for more testing to resolve route discrepancies and integration problems.

In a separate move aimed at improving cross-border mobility, Romania has announced intentions to abolish transit fees for three major bridges, including the Giurgiu-Ruse bridge over the Danube, effective October 1, 2026. The Romanian Ministry of Transport and Infrastructure has invited Bulgarian authorities to implement a reciprocal measure to ensure free passage in both directions. This reform is intended to reduce costs for logistics operators and enhance economic connectivity between the two nations.

Additionally, changes to the 'rovinieta' road tax system are expected to take effect on October 1, with new rates potentially increasing costs for drivers of older vehicles.
