Romania road taxation and infrastructure reforms

Overview

Romania is implementing reforms to its road taxation and infrastructure fee systems. Starting October 1, 2026, the TollRo platform is scheduled to become operational, though the National Union of Road Transport Operators (UNTRR) has requested a delay until 2027 due to technical issues and integration difficulties with the RO e-Transport system.

In an effort to improve cross-border mobility, the Romanian Ministry of Transport and Infrastructure has announced plans to abolish transit fees for three major bridges, including the Giurgiu-Ruse bridge over the Danube, effective October 1, 2026. Romania has invited Bulgarian authorities to adopt reciprocal measures to ensure free passage in both directions. Additionally, changes to the ‘rovinieta’ road tax system are expected to take effect on the same date, with new rates potentially increasing costs for drivers of older vehicles.
