As the National Recovery and Resilience Plan (PNRR) concludes in Romania, interim Prime Minister Ilie Bolojan reported that while the country has secured significant investments in infrastructure, health, and education, it has also lost hundreds of millions of euros due to unfulfilled reform milestones. Specifically, the failure to pass a unified public sector salary reform law by the August 31 deadline resulted in the loss of 770 million euros.

In the health sector, the PNRR budget was reduced from over 2 billion euros to approximately 1 billion euros due to fund redirection. Consequently, only eight of the 19 planned hospitals were completed through the program. However, notable successes include the inauguration of a new cardiovascular surgical center in Târgu Mureș and the opening of a new section of the A7 Moldovei Highway.

Other completed projects include the modernization of 139 passenger wagons and 75 locomotives for CFR Călători, as well as various local energy efficiency and educational infrastructure upgrades. Despite these gains, political instability and delays in key reforms have impacted the total amount of funds successfully utilized.
