Romania manages PNRR fund recovery and rising debt concerns
Overview
As the National Recovery and Resilience Plan (PNRR) concludes, Romania faces a mixed outcome of infrastructure gains and significant financial losses. Interim Prime Minister Ilie Bolojan reported that the failure to pass a unified public sector salary reform law by the August 31, 2026, deadline resulted in the loss of 770 million euros. In the education sector, the Ministry of Education has launched a merit-based competition to fill over 7,800 school leadership vacancies to ensure administrative stability. Interim Minister Mihai Dimian emphasized the goal is to move away from temporary leadership through merit-based selection, with results expected in December. Administrative issues persist regarding didactic career bonuses; while 183,423 employees received a 1,500 lei net payment, approximately 83,000 teachers were reportedly missing from official payment lists, causing a 140 million lei shortfall in total disbursements.
In the health sector, the PNRR budget was reduced from over 2 billion euros to approximately 1 billion euros due to fund redirection, leaving only eight of the 19 planned hospitals completed. Notable successes include a new cardiovascular surgical center in Târgu Mureș and a new section of the A7 Moldovei Highway.
New financial concerns have emerged regarding government debt, with estimates suggesting tens of billions of euros in debt for 2026, including over 10 billion euros in state loans directed toward a single German company. Additionally, it is noted that approximately half of the PNRR funds received are in the form of European Union loans that will require repayment by current and future generations.
