Recent data from the PAD insurance barometer reveals varying levels of mandatory home insurance (PAD) coverage across Romanian counties as of July 31, 2026.
In Maramureș, the county ranks 17th nationally with a coverage rate of 21.35%. While this remains below the national average of 24.90%, the region shows consistent coverage across its localities, with no town falling below the 5% threshold. Notable exceptions include Recea, which has a coverage rate exceeding 54%, and Baia Mare, which stands at 30.52%.
Cluj County presents a different statistical profile, ranking 7th nationally with a coverage rate of 29%, which is above the national average. However, due to its large housing stock of 381,542 homes, it holds the third-highest number of uninsured properties in Romania, totaling 270,903. Within the county, Florești has achieved a coverage rate of 52.07%, while Cluj-Napoca sits at 32.93%. Conversely, the locality of Buza is the only one in the county with coverage below 5%.
