Data regarding mandatory home insurance (PAD) in Romania shows varying coverage rates across different counties. As of late July 2026, Maramureș reported a coverage rate of 21.35%, while Cluj County reported 29%. Despite Cluj's higher rate, its large housing stock resulted in the third-highest number of uninsured properties in the country.

By early September 2026, the Natural Disaster Insurance Pool (PADROM) reported a record 2.5 million active insurance policies. However, General Director Nicoleta Radu noted that approximately 7.5 million homes in Romania remain uninsured. Current data indicates that only about 24.9% of the country's 10.1 million homes are covered by the mandatory PAD system.

Coverage rates vary significantly by settlement type: while 35% of homes in municipalities are insured, the rate drops to 24.7% in cities and only 15.3% in rural communes. Over 3.9 million uninsured homes are located in rural areas. Radu emphasized the need for a ‘perfect synergy’ between authorities, insurance companies, and citizens to improve national preparedness against earthquakes, floods, and landslides, particularly in light of the upcoming 50th anniversary of the 1977 earthquake.
