Romania implements VAT amnesty and new driver penalty rules

Romania has implemented significant legislative changes affecting both taxpayers and drivers. President Nicușor Dan has promulgated Law 177/2026, which provides a fiscal amnesty for businesses. This law cancels main VAT obligations and related accessory debts for taxpayers who had their VAT codes canceled by authorities, covering periods between January 1, 2019, and the law's effective date.

In a separate regulatory shift, new rules regarding unpaid traffic fines take effect. Drivers who fail to pay fines within 90 days of notification face the suspension of their driving privileges. The duration of the suspension is directly proportional to the debt, calculated at one day of suspension for every 50 lei owed. This measure applies to all licenses issued by Romanian authorities and includes operators of agricultural tractors and trams.

Additionally, the Romanian Police have addressed viral misinformation circulating on social media. They clarified that claims regarding a sudden, total nationwide surveillance system involving facial recognition and real-time data correlation with tax authorities are false.
