Romania pension system faces scrutiny over audit findings and legal rulings
A recent audit by the Court of Accounts has revealed significant irregularities within Romania's National House of Public Pensions (CNPP). The report identifies widespread deficiencies, including the erroneous recalculation of pensions for approximately 2.2 million beneficiaries. Auditors suspect that many individuals received annual scores lower than their legal entitlement, while others were overpaid due to incorrect calculations. The audit also uncovered instances where pension payments continued for several months after the death of beneficiaries.
Financial discrepancies are substantial, with an estimated undervaluation of over 230 million lei for certain recalculated pensions and an overvaluation of over 71 million lei in others. Nicolae Giugea, President of the CNPP, has contested these findings, suggesting the figures are based on statistical probabilities rather than concrete data.
Separately, the Constitutional Court of Romania has upheld the legality of capping military pensions, ruling that they cannot exceed the active-duty salary. Meanwhile, legislative frameworks continue to implement a gradual increase in the standard retirement age for women, which is scheduled to reach 65 years by 2035. Other pension-related updates include an increase in the monthly caregiver allowance for first-degree disability pensioners to 2,163 lei following a rise in the national minimum wage.
