In Romania, the Financial Supervisory Authority (ASF) has proposed new regulations for Pillar 2 private pension payment funds, currently under public consultation. These rules, expected to be implemented in 2027, aim to protect approximately 8.5 million participants by establishing strict conditions for payment contracts and limiting commissions. Key provisions include requirements for precise asset value calculations, mandates that pension sums equal the asset value (minus legal commissions), and a prohibition on providers increasing commissions for contracts already in the payment phase. Under these rules, participants in programmed withdrawal pensions can request a single advance of up to 30% of their assets, with the remaining balance paid over at least eight years. Additionally, asset transfers to chosen payment funds must be completed within five working days without penalties or taxes.
Domestically, the National Public Pension House (CNPP) has implemented 13 new decision models for pension documentation. Romanian law also allows individuals who have exceeded the required contribution period by at least five years to retire up to five years before the standard age.
Regarding social security increases, Romania is projected to resume annual pension indexation starting January 1, 2027, following a freeze in 2025 and 2026 where the Reference Point Value (VPR) was maintained at 81 lei. The magnitude of the 2027 increase will depend on a legal formula accounting for the average annual inflation rate and 50% of the real growth in the average gross wage. Public estimates suggest a potential increase of approximately 7% to 8%, which would raise the VPR to roughly 86.67 lei or 87.48 lei, respectively.
