Romania implements residency declaration requirements and fines

In Romania, individuals living at an address other than their official permanent residence for more than 15 days are required to declare a temporary residence, known as a ‘viza de flotant’. Failure to comply with this regulation can result in fines ranging from 75 to 150 lei for both the residents and the property owners.

Property owners are also liable for sanctions if they fail to declare new tenants to the Population Evidence Service. To formalize a temporary residence, owners must accompany tenants to the service to provide official consent. This measure aims to prevent the use of fictitious addresses for administrative or electoral purposes. The regulation specifically affects students, employees relocated to different cities, and individuals living long-term away from their official domicile.
