Romanian residency declaration regulations

Overview

Romania has implemented regulations regarding residency declarations. Individuals residing at an address other than their official permanent residence for more than 15 days must declare a temporary residence, or ‘viza de flotant’.

Failure to comply can result in fines between 75 and 150 lei for both residents and property owners. Property owners are also liable for sanctions if they do not declare new tenants to the Population Evidence Service. To formalize temporary residence, owners must accompany tenants to the service to provide official consent. These measures are intended to prevent the use of fictitious addresses for electoral or administrative purposes, affecting students, relocated employees, and long-term residents living away from their official domicile.
