Romania implements stricter property tax rules and receives PNRR funds

Romania is implementing stricter urbanism regulations and managing significant European funding. Under the new Urbanism Code, apartment owners who perform unauthorized modifications, such as enclosing balconies or merging them with living rooms without legal permits, face a 100% increase in building taxes. This tax hike applies to the entire property value from the moment the violation is detected until the works are legalized or dismantled.

For simple balcony enclosures that do not affect structural integrity, a simplified notification procedure is available, provided owners obtain approval from the homeowners' association and maintain the building's facade uniformity. However, structural changes like removing walls or moving utilities require full authorization.

On the fiscal front, Finance Minister Alexandru Nazare announced that over 300 million euros from the third National Recovery and Resilience Plan (PNRR) payment request have entered the state treasury. This influx is intended to reduce financing pressure and support priority investments. The Ministry of Finance is currently updating financial assessments to ensure future budgets are built on real, up-to-date resources rather than estimates.
