Romania infrastructure projects face significant administrative delays

In Romania, over 3,000 infrastructure development projects with an estimated total value exceeding 400 billion lei are currently in progress or planned. However, data compiled by the IBC Focus consulting firm for the period between July 2025 and July 2026 indicates that actual construction work has only commenced on 42 percent of these projects.

Approximately 1,319 projects remain in pre-construction phases, including documentation approval, financing procurement, public tenders, environmental assessments, and the issuance of building permits. The road sector remains the primary driver of these investments, accounting for 1,926 projects valued at over 211 billion lei. These include motorways, expressways, bypasses, and various national, county, and local road modernizations. Much of this growth is supported by European funds and the National Recovery and Resilience Plan (PNRR).
