Romania to Phase Out 1997 Identity Cards by August 2031

Romanian authorities are gradually withdrawing the paper‑based identity cards issued under the 1997 model. The General Directorate for Population Records (DGEP) says that holders may continue to use these documents until the expiration date printed on them, but no later than 3 August 2031. After that date the old cards will no longer be accepted for travel within the EU or the Schengen area.

The phase‑out coincides with the nationwide rollout of two new card formats: the electronic identity card (CEI) and the simple identity card (CIS). Both have the size of a bank card and embed modern security features, including a chip that enables digital authentication, electronic signatures and, from September 2026, can also serve as a health‑card. The transition is being completed as the older Teslin‑based cards are deemed insecure under current European standards.

Citizens can request the CEI or CIS at any time; the 1997 model will only be issued in exceptional cases such as diplomatic missions, consulates abroad or for individuals who cannot be photographed. The new cards are issued free of charge and are intended to support online public services and improve fraud resistance.
