Romania launches grant program for diaspora entrepreneurs

The Romanian government has introduced a financing program titled ‘Diaspora Investește Acasă’ to encourage citizens living abroad to return and establish businesses within the country. Regulated by HG 601/2026, the initiative is scheduled to operate between 2026 and 2029 with a total budget of 506 million lei (approximately 100 million euros).

Eligible participants include micro, small, and medium-sized enterprises founded within the last three years. To qualify, the majority shareholder or administrator must be a Romanian citizen who has resided abroad for at least 12 of the previous 18 months. Additionally, they must demonstrate at least nine months of relevant professional experience or training in their chosen field or in management.

The program provides ‘de minimis’ aid in the form of grants for investment loans. These grants can cover up to 60% of the loan value, with individual support capped at 200,000 euros. Eligible investment loans range from 5,000 to 500,000 euros.
