Romanian diaspora engagement and repatriation initiatives

Overview

The Romanian diaspora is the focus of various initiatives aimed at fostering local development and encouraging repatriation. The organization RePatriot launched ‘Diaspora Days’ across more than 40 communities, designating August as Romanian Diaspora Month to facilitate partnerships between citizens living abroad and local administrations, entrepreneurs, and civil society.

Following these community-focused efforts, the Romanian government has moved forward with the ‘Diaspora Investește Acasă’ (Diaspora Invests Home) program. Initially debated as a proposal that could function as either a non-reimbursable grant or a state-guaranteed bank loan, the program has been formalized under regulation HG 601/2026. Scheduled to operate between 2026 and 2029, the initiative has a total budget of 506 million lei (approximately 100 million euros).

To qualify, applicants must be Romanian citizens who have resided abroad for at least 12 of the previous 18 months and possess at least nine months of relevant professional experience. The program targets micro, small, and medium-sized enterprises founded within the last three years. It provides ‘de minimis’ aid in the form of grants for investment loans, which can cover up to 60% of the loan value, with individual support capped at 200,000 euros. Eligible investment loans range from 5,000 to 500,000 euros, focusing on sectors such as IT, agriculture, tourism, manufacturing, education, and healthcare.
