Romania pension and social assistance guidelines

Romania's pension and social assistance systems involve various forms of support and calculation methods for residents. For individuals aged 65 who have never worked, eligibility for the 'minimum inclusion income' (venitul minim de incluziune) is based on financial need rather than age alone. This social assistance, regulated by Law no. 196/2016, can provide up to 504 lei monthly for single individuals or 346 lei per family member for vulnerable households.

Regarding pension calculations, the monthly amount is determined by multiplying total accumulated points by the Reference Point Value (VPR). For those who worked on the minimum wage, estimated pensions after 35 to 40 years of activity range between approximately 1,550 and 2,100 lei.

In 2026, low-income pensioners will receive automatic financial aid in December. This second installment is tiered based on monthly income: 500 lei for those earning up to 1,500 lei, 400 lei for incomes between 1,501 and 2,000 lei, and 300 lei for incomes between 2,001 and 3,000 lei.

Additionally, pensioners who worked before April 1, 2001, may be able to increase their pensions by providing documentation for previously unrecorded income, such as overtime, bonuses, or night shift premiums, as permitted by Law no. 360/2023.
