Romania proposes reducing fiscal bureaucracy through electronic verification
Romania is considering legislative changes to reduce bureaucracy by requiring the National Agency for Fiscal Administration (ANAF) and other public institutions to verify taxpayer information directly through electronic systems. Under the proposed project, taxpayers may no longer need to present physical documents such as tax certificates, receipts, or payment orders if the information is already available in state databases.
Additionally, ANAF has issued new guidelines regarding the taxation of prizes and gambling winnings. The guide clarifies that prizes up to 600 lei are tax-exempt, while other winnings are subject to tax withheld at the source.
Furthermore, new rules for VAT reimbursement have been introduced. Taxpayers identified as having a risk of undue reimbursement may be subject to mandatory prior fiscal inspections before their refund requests are processed. These changes aim to tighten controls on high-risk entities while streamlining processes for others.
