Romania pushes defense modernization with SAFE instrument and government plan

President Nicușor Dan signed a decree promulgating the ordinance that creates the EU‑backed Action for the Security of Europe (SAFE) instrument, aligning Romania’s defence framework with European Union requirements and enabling the efficient absorption of EU financial assistance for the defence industry.

The governing coalition led by Eugen Tomac presented a defence‑focused programme that prioritises security in the Black Sea region, modernises army bases such as Mihail Kogălniceanu and Fetești, expands the F‑16 training hub, and commits to increasing defence spending to 5 % of GDP by 2035. The plan relies on SAFE for key acquisitions, seeks to streamline procurement procedures, and emphasizes deeper cooperation with NATO, the United States and other EU allies.
