Romania secures 16.7 billion euros via SAFE program for defense and infrastructure

Following the conclusion of the Recovery and Resilience Facility (PNRR) implementation period, Romania has secured access to the SAFE program, which provides a total of 16.7 billion euros for defense and strategic infrastructure. The first installment of 2.5 billion euros was transferred on August 26, representing approximately 15% of the total allocation.

The funding is not distributed automatically; access depends on the completion of specific investments and the fulfillment of established milestones. The national investment plan includes 35 projects, with roughly 75% of the value dedicated to military equipment, public order, and civil defense. The remaining 25% is earmarked for national road infrastructure, including strategic connections in the Moldova region such as the Pașcani–Suceava–Siret and Târgu Neamț–Iași–Ungheni routes.

Regarding the broader PNRR framework, the deadline for implementing milestones was August 31. While member states can submit final payment requests until September 30, the European Commission will continue evaluating documents and authorizing payments through the end of the year. Romania has shown progress in the latter part of the program, though it does not rank among the highest-performing states in terms of implementation rates.
