Overview
In early August 2026, Romania’s Ministry of Finance launched the eighth edition of its Fidelis state-bond programme, featuring lei-denominated and euro-denominated bonds, including a special tranche for blood donors. Simultaneously, the government introduced the Tezaur state bond program, offering tax-free annual interest rates, and operationalized the “Diaspora Investește Acasă” program, which provides up to €200,000 in grants for Romanians abroad starting businesses domestically. Regarding the SAFE financing instrument, the government confirmed it can draw up to €16.68 billion at an estimated 3%–3.5% interest rate over 45 years. On 4 August, Parliament approved amendments to Emergency Ordinance No 62/2025 to increase budget flexibility for 2026 funds. By late August, Romania received its first €2.5 billion payment via the EU SAFE defense instrument, representing approximately 15% of its total allocation under the ReArm Europe/Readiness 2030 plan. This funding is structured as loans with a maximum interest rate of 3% and a 10-year grace period, with repayments starting in 2035. The total allocation of approximately €16.7 billion is divided among several sectors: roughly €9.7 billion is designated for the Ministry of National Defence for equipment such as missiles, ammunition, and air defense systems; €4.2 billion is earmarked for dual-use infrastructure, specifically strategic road projects like the A7 and A8 highways to improve connectivity with Moldova and Ukraine; and the remaining funds will support the Ministry of Internal Affairs and other national security institutions. In early September, the Ministry of Finance announced the ninth edition of the FIDELIS program, scheduled for 4–11 September 2026. This iteration offers tax-free interest rates for residents and non-residents over 18. Lei-denominated bonds feature rates between 6.30% and 7.50%, while euro-denominated bonds range from 4.00% to 6.30%.
